Throwing an object (such as a ball) to someone can represent: an invitation to dialogue, play, or otherwise participate; giving power or handing something off to the person (as in “the ball is in your court”).
Throwing something at someone with intent to hurt them can represent: a feeling or fear of losing control; a particular emotion (anger, frustration, jealousy, etc.); a desire to avoid that person.
Throwing an object with intent to scare a person can represent: feeling a need to defend yourself; a desire for power (perhaps due to feeling unempowered).
Consider the intention for throwing and the object being thrown.
